General Resolution 5063/2021 – Submission of Information regarding Corporate Reorganization

By means of General Resolution Nº 5063/2021, Tax Enforcement Authority (“AFIP”) abrogates General Resolution Nº 4700/2020, which provided an additional and exceptional term of 90 days for complying with the communication obligations regarding corporate reorganizations under Income Tax Law.

Decree 620/21 – Income Tax Minimum Taxable Amount

By means of Decree Nº 620/2021, the Executive Branch increase the minimum taxable amount for income tax over employees’ monthly gross salary to the amount of AR$175,000.

Decree 678/21 – Preventive Measures due to Health Emergency

By means of Decree Nº 678/2021, the Executive Branch sets forth new general preventive measures and regulates the performance of the activities with the highest epidemiological and health risk . The Decree shall be valid from October 1st, 2021 and until December 31st, 2021.The Decree also sets forth: (i) that economic, industrial, commercial, service and social activities, among others, shall be carried on in accordance with the protocols approved by the national or provincial authority, (ii) employer’s obligation to guarantee health and safety conditions determined by health authorities; (iii) that only workers who suffered the conditions set forth in Sections V and VI of art. 3 of Res. 627/2020 issued by the Ministry of Health shall be relieved form attending their workplace and only for a 30 day-period of time renewable in case the condition remained. In addition, the Decree defers until October 31st, 2021 the closure of national borders under the terms of Decree 274/20 and complementary regulations except for nationals or individuals residing in bordering countries and sets forth the reopening of the national borders as of November 1st, 2021 for non-resident foreigners, provided that they comply with the migration and health requirements in force or to be established in the future.

Administrative Decision 951/21 – National Borders

By means of Administrative Decision N° 951/2021, the Chief of Staff sets forth new preventive measures regarding reopening of national borders, including a weekly quota for the entry to Argentina by Argentineans and foreigners. The quota will remain in force until Argentina reached the complete vaccination schedule of at least 50% of its population.

Administrative Decision 932/21 – Quarantine for Travelers

By means of Administrative Decision Nº 932/2021 (the “DA”), Chief of Staff exempts argentines and foreign argentine residents who travelled abroad from the mandatory quarantine set forth under Article 7 of Decree 260/2020 and complementary regulations, as long as they comply with the requirements and conditions provided in the DA (complete vaccination schedule, negative PCR, etc.). The DA also provides that nonresident foreigners who have been officially authorized to develop a commercial, labor or professional activity in Argentina, shall be also excepted from the mandatory quarantine set forth under Administrative Decision Nº 2252/20, as long as they comply with same requirements and conditions provided in the DA. 

Resolution 11/2021 - New Values for the Minimum Wage and Unemployment Benefits

By means of Resolution Nº 11/2021, the Ministry of Work, Labor and Social Security sets forth the new values of the minimum wage and unemployment benefits, applicable as from September 1st, 2021, October 1st, 2021 and February 1st, 2022.

Resolution 568/2021 – REPRO II

By means of Resolution Nº 568/2021, the Ministry of Labor extends REPRO II Assistance Program to the month of September 2021, and provides the term for inscriptions and selection guidelines.

Resolutions 5066/21, 5072/21, 5072/21 and 5084/21 – Reference Values Applicable to Exportations

By means of Resolutions Nº 5066/21, Nº 5072/2021, N° 5077/2021 and 5084/21, the General Direction of Customs sets forth new values of reference for the export of certain products provided therein (shrimp, plums, peanut and raisins) to certain countries. Also, by Resolution N° 5084/21, the General Direction of Customs abrogates Resolution N° 4785 (which established reference values for the export of raisins).

Resolution 14/21 – Bylaws for Civil Associations

By means of General Resolution N° 14/2021, the Superintendence of Corporations (“IGJ”) sets forth a new unmodifiable bylaw’s template for Civil Associations which purpose consists in the assistance of vulnerable groups and/or eradication of gender violence and assistance to victims.

Resolution Nº 852/21 – Price of Bioethanol (Sugar Cane and Corn)

By means of Resolution Nº 852/2021, the Secretary of Energy sets the price applicable to the acquisition of bioethanol obtained from sugar cane and corn destined for mandatory mixture with petrol (Law 27,640).

Resolution Nº 853721 – Price of Biodiesel

By means of Resolution Nº 853/21, the Secretary of Energy sets monthly prices from September until November for the acquisition of biodiesel destined for mandatory mixture with diesel (Law 27,640).
